If you find that you are locked out from downloading it's generally because the Library's EZproxy does have limits in place.
Some subscription databases may be shut down by the vendors if they detect what they consider abusive downloading. The EZproxy limit is in place to keep this from happening.
Deactivated accounts will automatically reset in one hour.
Check the link below about other activities besides downloading that may contribute to being temporarily "locked out",
